Hollywood is only a concept -- nobody really lives there. The major stars you associate with "Tinseltown" live all over the world.
You don't say where you're from, so giving advice isn't easy. It's not important for you to live in Los Angeles or even New York. But you need to hone your skills in your community. If you have an English speaking theater group, you should join. And please know that eventually you will need to come to an English speaking country. One of the benefits of a city like London or New York, is that they both have very active theater communities. There are many schools and classes for aspiring actors, and many opportunities for acting jobs.
At first, you will not have an agent, and you must go to "open auditions" to land parts. You will find these listed in newspapers like "Variety" and "Show Business Weekly." It's a hard grind, and there are no guarantees. After you begin to work and take classes, you'll meet people, and chances are you'll find an agent willing to represent you.
For now, prepare as best you can right in your community. Save up money, and do research on Acting schools and classes you want to take in the city where you relocate. It might be Los Angeles, but it doesn't have to be. Just go where the acting jobs are -- Hollywood will find YOU.

You don't have to live in the USA to become a hollywood star. Plenty of big stars don't live there any more. Tinsletown is getting a bit rusty at the edges these days. If you're really serious about becoming an actor, join a rep company or enrol in a school of acting and get some experience. Ahead of you is a long hard struggle with no guarantee of success and with thousands of others competing with you for the same dream. Chanves are slim, but you never know. Wish you good luck!

A lot of stuff goes on in Hollywood, there's a lot of potential in making contact with people in the industry. Obviously, networking is important. But more importantly you need to get a feel of what hollywood wants at certain times, the roles in demand, the image, the characters. Charlize Theron would not have been able to research her character in Monster if she didn't live in the context her character was born into. Many roles in Hollywood are obviously based on American characters, how will you act these characters if you're not immersed among them?
You'd also want to be around to grab any chance that comes up, it's certainly cheaper to live there and audition till you drop than fly back and forth. Some auditions are also last minute.
There are thousands of struggling actors in America all putting in as much effort as they can to increase their chances at striking it big, and you have established actors increasing their chances of staying up there, or of making a comeback, all waiting for some stroke of luck! You are no exception, how could you even entertain the possibility of succeeding in Hollywood without being in the US, or in Hollywood for that matter? Being away from Hollywood, or from any environment you want to succeed in, does not increase your chances of achieving your goals.

Start taking acting classes and be in school productions at least, so that you have some references. Then go to Hollywood when you get older. Remember that thee are thousands of others who have the same dream as you. Look for auditions and go to anything you can find. Make sure you have real talent though..

Well, there are millions of you out there. Its easy to get an acting agent if your good. Look up for audition times and go. But like you said, need to get in L.A. There are lots of ways, get a job, save some money, get a holiday visa, go to L.A. Try and get a green card, and then go for auditions. lol. So like you can see, even the imposable can be done, just take a little longer. Good luck. Never stop trying.

Act in every role available to you. No part is too small. The more roles you are capable of, the more roles you may get. A director wants an actor who has experience and can TAKE DIRECTION! Also, accept rejection with grace or you will not last long.

Without living and working in Hollywood, you are not going to be able to achive this goal. Your first focus needs to be on getting there.
