Take business courses, especially in accounting & management. Enterpreneurship classes are good as well. Most successful record label owners will probably tell you that the music business is more about business than about having a love for music. There are colleges that have music business majors...New York University and University of Miami are a few of the good ones, but there are lots more.
A lot about the business you can learn on your own. There are a lot of books and websites available that can tell you about starting your own label. (Do a web search--"starting a record label")
Since you're in high school: do you have friends or classmates with talent? By that I mean artistic talent or having skills with audio equipment, or djing,etc... They could be your first artists on your label or people that work in your studio, if you decide to have one. (Some record labels work with outside recording studios.)
Some other things you can do (just to get a glimpse of some of the workings the biz)--*work at a record store
*get a promotions job at a radio station (most don't pay, but you'll get a lot of experience)
*get an internship or street team job with a label ( just go to their websites for info..they usually don't pay either)

As a record label owner, it's best to know about ALL aspects of running your company, from management to marketing, to retail, to promotions, finding talent,etc..

The most important thing? SAVE YOUR MONEY!!!
Good luck!
