The blood cells inside the fetus are like other cells that have developed in the body of the fetus. It all started with a zygote (a fertilized egg, after combination of the sperm and egg) the zygote does not have the same set of DNA as father nor as mother. It's a new set of DNA and contain its own set of genes. Just like skin color or other genes the blood type of the fetus will be like father/mother /or a combination of father and mother ( Mendel laws) . As the fetus develops it devides the cells and makes new cells. In some stage of development cells become specialized. Later, the fetus makes its own blood with its own gene for blood type. So it's not the mother's blood nor father's blood in the body of the fetus. Fetus gets all the nutrients and releases its waste from the blood of the mother but it doesn't mean that the blood inside the fetus is the mother's.
