Not really, because things were hand sewn and not mass produced the same way that knockoffs of high fashion can be today. Godey's Ladies Book did illustrate fashion to anyone who could afford the magazine and the middle classes often wore more up to date clothes because they copied what they saw. Poorer classes wore what they could - clothes purchased from an inexpensive seamstress, or from pawn shops or old clothes shops. Another factor was that clothing for women was very distinctive by class. Women needed to work, which were all but the elite, couldn't do it wearing the crinolines and corsets of the day.

What? And by 'victorian fashion' I reckon you mean whatever the aristocrats were wearing.

Well, like now, aristocrats account for some 2% of humanity and all the rest are **** out of luck. Especially in those times. People wore much humbler garb than what you are thinking of.

fashion was only available to the wealthy classes. Other classes fashion was to keep themselves covered and warm. There was some aping of fashion as far as the purse would allow or they got the mistress's hand me downs. Most poor children were bare foot until their teenage years.

No the people at the bottom of the pile had awful living conditions. Dickens wrote about their plight in many of his novels - consider Oliver's life in Oliver Twist
