Most men are suckers for pretty women. And most men who are suckers for pretty women will want to say or do something to be noticed by those women. Bear in mind that the man may be married, and his wife may even be standing right there next to him; he would STILL want to be noticed by a pretty woman. Us men (again, not ALL of us) get a type of satisfaction from being noticed by a pretty woman, even if we know that the end result is no way sexual.
It doesn't just stop at cigarettes and liquor. Have you noticed how most of the people hired to give out samples in supermarkets are pretty women? A man who couldn't care less about trying a new type of chedder cheese and doesn't even LIKE chedder cheese would still stop and sample the product IF the woman:
a) makes eye contact with the man
b) talks to him and tells him to try the product
Talking is necessary since even if men want to be noticed by a pretty woman, many of them would not actually make the effort, unless they recieve some verbal cue from the woman to do so.
Bottom line, and I hope no women take this the wrong way, but yes, in the world of marketing, you are a terrific medium to go through when it comes to selling certain products to men. You are easier on the eyes, you are sexier, and you smell better than most men. I salute you!

There is an old saying that "sex sells" but recent research has shown that isn't true. Men tend to be visual and men obviously want to be considered attractive to women so the companies feature sexy women in the ads as a way of saying"use my product and all these sexy women will fall all over you." The research, however, has shown that men's brains sort of mis-fire when they see a sexy woman and they forget everything except the woman. When they go into the store they remember her but they can't remember what product they are supposed to buy. This is why you will often see in-store displays of those sexy women near the products. It's the only way most men can remember what to buy!

I must refute everyone elses answers as they did not answer the immediate question "what does it connote?"
in the example of a women on a cigarette advert it is more likely they are aiming at females rather than males, if indeed its denotation is of a sexy woman then the connoted message would depend on whoever see's the image. for arguments sake lets say it is the target audience, they will see the denoted message while at the same time they will see the connoted message that smoking is attributed to the persons image. It anchors the brand of cigarettes and indeed smoking to the image of the woman whether she is strong, sexy, ugly, confident, ill.
for more on this i suggest Roland Barthes book "Image,Music,Text".
rebuttal welcomed

Most things are bought by women. It creats a relationship sub contiously. And not forgetting the few men who buy for the home or just themselves are attracted to women. And have little to no clue what women are about. All men care is that they look good and that`s what matteres to them.

Well,
Today the best way to sell is through sexuality! (if the product makes it appealing)
See, they imply that smoking is sexy and for sexy people! drinking is the same!
Off course you wont find a naked lady adverting for M&Ms or Huggy diapers!
But its all about the image and the appeal!
Like car magazines, they have those naked girls, first it makes the guys want to buy that magazine, second, it tell guys that girls like thier cars!!!!!!!!!!!!!!!!!!!!

I think it is all about image and who represents the ideal in the consumers mind. It is sad that society has such a narrow view of the "perfect image. I think consumers are smarter then that, it is the advertisers that don't quite get it.

commercials are trying to get their product noticed and men notice beautiful women. I'm sure they wouldn't do it if it wasn't a proven method.
