Easiest thing is to put your do on a chain that isn't long enough to reach the garden.

Another method would be to use a repellant like Liquid Fence for Dogs and Cats. You spray it right on the plants. It's rather expensive ($10-11 for a RTU quart bottle) but it works. Once you have broken the dog's habit you don't have to spray as often. Most of your good L&G Centers carry it.

Dogs don't like the smell of their own sh!t so put some of it in the places where they dig. That should stop your dog.
