Or is it more normal to send in pre-master mixes?

Couldn't hurt. One of the biggest problems we face is poorly recorded music. Nothing can kill your song/recording more than listening to tape deck specials and muddy recordings. If it is done by a professional we tend to take a better and more enjoyable listen to it. Mastering is just icing on the cake and really isn't 100% necessary because we are really just listening to your songwriting and performing ability. If you go to a studio they will probably be able to master it for you there although it will cost you a little.

Be sure to copyright your material before you send it in. By copyrighting it, you prevent the label from being able to use your songs without your permission. This gives you full ownership of your music.

PS Labels will steal music that they know is not copyrighted if it is talented enough. Its cheaper. If they end up stealing anything, it will be your lyrics or guitar melody. Don't worry about the quality of recording because they will not use that.

Also, don't send more than 1 song, and make sure that 1 song is your best song. On average labels will listen to the first minute and a half of your first song. If they want to hear more they will call you and ask you where you are playing next. Good Luck!!!

Send in pre-master mixes. Sometimes the demo ends up in a bin and an intern or someone else takes it. You would not want them to have a fully mastered demo as they could sell it, distribute it, or put it up for download without your blessing. If they do, at least they wont have a mastered high quality copy.

Its not necessary though it may help if your tape isn't all that clear. The techs usually look for the material rather than the package they come in.It is best to send at least 4 songs so that if one's got a hitch in it, the other songs will cover up.
Its really advisable to get the record mastered by an expert if you want to.
Good luck!
