My first hand experience is that it does not.
I rode my horses from age 6 to now. I had my hymen intact.
I was not a particularly easy rider, I fell off, rode at gallop, jumped etc.
I cycled a considerable amount as well. still no problem.
I think that that is an old wives tale, or more likely and old husbands tale..

If there is difficulty in penetration it may be an inborn anomaly called vaginismus (a small introitus).
