Cowboy gave a good answer. In addition, find out why the fungus is growing in that area. It appears that water is being trapped in this area and this could lead to further problems than what you are experiencing. Using chlorine solvents (bleach) will kill the fungus, but you may consider going further by sealing the woods and tiles to prevent re-growth.

It's nothing more than a type of fungus, it usually grows from wet wood. Take and clean the sill or where it's growing from real good and then use some bleach on it or Lysol.
