how about checking with an old timer shoe repair guy?
A shop that repairs shoes and that has been around awhile, may be able to help you. Also maybe a school of fashion design may have a course in this - like FIDM. You could call the schools and they may be able to advise you. Request to speak with school councelor or director to get to the right person who may know the answer.
Good luck- i have seen some cool shoes out there that have been hand made.
