If you live in the UK then it always rains on you because we have bad weather alot and you must go out when it's raining.

At this time of year it should be snowing, but due to the changing climate it now too warm for snow so getting more than average rainfall, bring back the snow.
I know this is not where you were coming from but based answer on the first part of you question and not on the popular music quote, btw loved this song
