They have paid some of the money back. One of the main reasons that the U.S. is always helped by the U.K. and Russia in the current conflicts is because they both still owe the United States money from WWII Loans, and they both still owe the U.S. for saving their butts in the second world war. Some of the loans have also been forgotten or excused by Congressional Mandate.

The program was called "Lend-Lease"

Britain's payments were stretched out for 50 years at 2% interest. The final payment of $83.3 million due on the 31 December 2006 was made on 29 December 2006 being the last working day of the year, after which Britain's Economic Secretary Ed Balls thanked the US for its support.

According to the lend-lease agreements with the Soviet Union all weapon systems delivered were to be returned to USA after cessation of hostilities or destroyed under American supervision. A big number of aircraft (also including recent deliveries of P-39s, P-63s and P-47s) were in fact destroyed by bulldozers. Many naval vessels were returned to USA in the late 1940s, but a big number of lend-lease aircraft were still in use in Russia in the early 1950s.

To settle this in 1972. an agreement was signed between USA and Soviet Union to pay $722 million (including interest) till 2001. However Soviet Union failed to follow this agreement.

The unsettled lend-lease accounts are still - after almost 50 years - disturbing American-Russian relations.
