to make good true friends start getting into activities like camping, join a gym, join painting classes, music classes etc.. so by doing so you shall meet a lot of people and can make good friends whom you can meet and talk to. also join some club for social causes like Rotract or Round table/Ladies Circle.
If you want to just make virtual friends then join Orkut or HI5 sites.

In reality, join activities, clubs etc.
Online, spend a lot of time in online games which encourages partnering. There you can make "cyber friends" and many. They may be from totally different locations but you can get real close through the cooperation and chatting.
Then there are all kinds of networks to check out if you don't like games. Orkut, Ryze etc... there are many. But there you won't be able to communicate in real time.
Also you can use messengers like Trillian, ICQ, Yahoo Messenger, MSN etc where you can chat in real time.
Also you can combine them. Like meeting people in the betworks or games, then take it over to Messenger for realtime communication or emails, phone, mail etc.

If you are willing to have many friends, first you should be friendly and you should smile everytime, because a smile shows the attitude of a person and it also shows that you are really a nice person and a fun friend to be with. You should also stay and keep in touch with the friends who are worthy and whom will accept who you really are without any hesitation. Join yahoo club,various groups,take part in discussions,in todays world there are many sources available for making friendship.
But if u need a sincere,loyal friendship there is only one way

im going to give you 3 simple ways
1.like in they say in the tv be yourself which does work and is best cause you find way better friends
2.be funny aww jeez that works every time
3.blend in with the people kinda act the same but don't copy them

just be yourself. dont pretend. show them who you really are inside and out. its their decision wheter to accept you or not. this will help you find real friends not those who calls you friend just becoz they are in need. you also have to talk. talking is the best communication that will help you find friends... =]
