The Orleans has great spacious clean cheap rooms, generally around that price range and they always have rooms. The rooms are almost like suites with a sitting area and a huge bathroom. They even have a movie theatre, huge casino and an excellent cheap buffet too. Off strip near the Rio, but near enough to walk to the strip if you want. Free shuttle to it's sister hotels the Gold Coast and the Barbary Coast (which is right on the strip).

The Orleans Hotel & Casino is located at:
4500 W. Tropicana Ave., Las Vegas, Nevada 89103
702-365-7111 or 800-ORLEANS (800-675-3267)

My next recommendation would be the station hotels such as Palace Station, Texas Station, Boulder Station. Next would be on Fremont street, some of the older hotels the rooms are worn but safe and cheap, cheap cheap (Four Queens, Golden Nugget)

I would NOT recommend the crappy part of town past the Stratosphere (although the Stratosphere itself is ok and also within your price range). Down where the drive through chapels are and the old downtown area and north Las Vegas, there are some really skanky dirty nasty little motels down there, bad area, stay away!

The best budget hotel that is dead center of the strip is Bills Gambling Hall and Hotel. The rooms are nice and clean and you can walk everywhere easily from this hotel. About $40 a night. Avoid the "north" strip hotels such as Stratosphere, Sahara, Stratosphere, Circus Circus and the Riviera. They are just too far of a walk and the area is pretty bad. For a girls trip these are a definite no. Also the Flamingo and Harrahs are in the center and they are on the cheaper side. The center of the strip is the best place to stay with the liveliest area. Also avoid Imperial Palace at all costs. This hotel is disgusting and everything is covered with a greasy coat. Also the elevators take over 30 minutes everytime you want to use them. Any other questions let me know.

The Frontier always has rooms from $50 right on the strip.
