What country has the lowest and the highest crime and violent crime rates?

Here's a list and graph for 62 countries. As you would expect, columbia comes highest. Japan comes close to lowest (very polite and respectful people and commiting a crime brings great shame on the whole family). Qatar is lowest of the 62. USA is 24th highest out of 62. There are more than 62 countries in the world but it gives a good idea.

Highest: Depends on several issues. The U.S. probably has more violent crimes (as in illegal) than other countries; however, thousands of people a day are being ruthlessly slaughtered in Sudan every day by the government.

It all depends on legality.

I agree with the Vatican, on a technicality, as it is a country. But, I would say Singapore. There justice system is swift, and to the point. And, they don't mess around.

When deployed on ship, when you pull into port, they give you a handout that kind of gives you some of the local laws and customs that one should follow. Usually it was a couple pages. In Singapore, it was almost a small book. To note, it was also one of the cleanest places I visited as well.
