That's the police number in China.
But they only investigate the case if the value exceeds 2000 RMB
No matter what if you're in trouble you can call 110. They will get to you pretty fast if you need.

110,I called them once when I lost my cell phone,and they sent the police wagon with few cops to pick me up,help me to find it back
