They're both beginners guitars with very basic pickups.
The Squier is just a cheapo copy of the Strat with inferior pickups and hardware. Whereas the Monterey MGS-11TWR is a Gibson SG copy, also with inferior pickups (although they are p90's).
Look, you get what you pay for. It depends on which guitar feels better in your hands. Fender necks are usually narrower and thinner than Gibson (in this case the SG copy) necks and are often more comfortable to play. Depends on your hand size also. So give them both a go.
For myself, I'd probably go for the Squier as Fender do have great service. Sound-wise they will both work. And probably work at equal levels (if that can be measured) but don't expect either of them to handle like the real thing. Remember, with a guitar you are half-way there. The amp is the next bit of gear to worry about. A great guitar will sound only as good as the amp it is plugged into. A cheapo guitar can sound great if it is plugged into a good amp.

I know tons of people with a black and white strat like the second one you listed. If you want to do something different, go with the bullet strat hss. But if you really like the look of the black and white, go with that. Besides the look, both guitars seem equal as far as performance. It's just a matter of preference.
