It might not have been properly installed, or some of its system files might have been accidentally deleted. Try reinstalling it.

-run system file checker
-if it doesn't work then uninstall windows defender from add/remove dialog in control panel, and then reinstall it from the downloaded installation program from which you had installed it.
-run ccleaner after un-installation (to clean your computer before new installation)
run the following two menus of ccleaner
cleaner > Analyze > Run Cleaner
Issues > Scan For Issues > Fix Selected Issues

i just had 2 unistall mine becuz it would not initialize.. i think its microsoft
