Also, unpopular but necessary programs would never be funded and could cause societal, economic, or political crashes if the people could withhold their money from certain programs and put it into others. Also some programs might end up overfunded while some were underfunded.

How many people would want their money go: to helping drug addicts rehabilitate; to building better sewerage works in New York (you can just pump into the ocean and save money); to building more or better prisons (just put more in each prison cell); to reducing noise pollution around airports (don't live there, doesn't effect me so why should I pay for it) etc.
Unpopular causes would get no money and popular causes would get it all.
Some 'third party' needs to make the choices so that all sections and choices of expenditure get considered.

Yes I do, we give away so much of our tax dollars to other countries who don't deserve it. I think it is our politicians who aren't smart enough. They only do things that will look good for themselves on paper. I think it is the politicians of this world who are to blame for all the problems each country has. They should be the one's fighting our wars for us, we pay them enough to do so, much much more than our military men get.
