yes it is an emergency case, as it suggest a lot of possibility, but it's criticality depends of the value of your files at risk...
here are the possible problem:
1. your hard disk is damaged
2. OS cannot run or corrupted
you can easily determine these two...check BIOS if it can see your HD...
for #2, try using your winxp cd, or research on it...
basically, i dont trust system restore, but try entering at least to safe mode by pressing CTRL or f8 after POST..

-try tapping on F8 key when you start the computer, if you see a boot menu, choose safe mode
If you manage to boot your computer in safe mode, then run system file checker
-If you can not boot it in safe mode then insert windows disk in cd bay and restart the computer and press any key to boot from cd when prompted, it will begin the windows hardware detection process. Then run a repair install
