Go to Start>all programs>accesorries>Entertainment There you will find the sound recorder.Record what you want and save th file to your desktop.It'sin .WAVfromat soyou can burn it to a CD that can be played on a regular CD. You can make it MP3 with software.You will need a microphone to do this. My webcam has one I use or in a pinch you can use a pair of headphones by speaking into them,but the sound is bad.

The simplest way is to use Windows Sound Recorder to record ur voice as follows:
- Go to Start Menu --> Accessories --> Entertainment --> Sound Recorder (The Application will start)
- Press on the Record Button (red one) in the application to start recording and on the Stop Button to finish recording.
- Go to file menu --> save as and save it on the CD writer drive.

if you have a microphone you're best off recording straight to PC.
If you have a mac, garageband should do the trick and then you can export to itunes and burn a CD from there
If you use linux, rezound will work nicely and then you can use k3b or something to record the CD. If you want multitrack you might want to look into ardour
As for windows, haven't used it in years, if memory serves there's nothing all that decent for recording, though me and my buddies always used to use musicmatch back in the day

If you have an iPod, there is an accessory that you can buy that will record your voice like those mini tape-recorders that people use to take notes, etc. Then I'm sure you could burn it to a cd.

You can record it on tape via a microphone and then transfer it to your computer and from there make a CD. You need some hard and software for this however.

If you have an MP3 player, record yourself, then you connect your MP3 player (or MP4 player depending on which one you choose to use ) and connect it to your computer, go on my compuiter and then removeable disc or whatever your MP3/4 is named as, then look for your file, then.... right click and click on burn onto CD
