Start the game and go into options. Just click on the enable console box. Then the squiggly line should work.

Go controls keyboard-advanced-tick the console box
or
If theres a shortcut on the desktop go right click properties- in the targer box at the end type
-console

Go into settings. Then advanced. Then click enable console. It will work after that.
