Yes and very very easily. Like if you use torrents, anyone can find out you IP address and find your location and personal details. It happened to my friend and straight away he contacted the police and they changed his IP address for him. You need a good Anti Spyware and Virus protection. The best thing would be to get Bullguard. They are offering a free 60 day trial. If someone tries to get your IP address, Bullguard will block that person from getting into your computer. I assume you meant to say IP addresses.

Yes they can, IF you directly connect to them, for example:
Going to a webpage they can access the logs for.
Directly connecting to them over IM to share a file.
P2P app which you connect to them.

Lastly though you have nothing to worry about if somebody has your IP address, it's needed for any computer communication. Every website you go to has your IP. As long as you have updated your Windows Updates and possibly have a firewall on you will be fine. Most of this stuff about hacking you is just juvenile kids trying to seem tough.

I think you mean I.P address. Your ISP is your service provider. Yes, anyone who knows how can find an I.P. address, however, most internet services, cable, DSL etc keep changing your address for privacy. You rarely have a "static" I.P. address.

i think you can, but most ip are not static...
you can check his or her ip when he send you an email, and you can check some header info from the received email
