you have an old copy of the game, the battery is dead. don't believe me? get a three tipped screwdriver and open the game up. releases of pokemon emerald were powered by a CR1616 battery
newer models of may gba games use flash memory ram instead - these are powered by the system, as detailed by the second answerer. unfortunately, this answer doesn't apply to pokemon emerald
sorry, your game is toast - trash - nothing you can do will save it, or make it better. it sucks, because that game is like thirty dollars to buy it again, USED
btw, you don't turn it off while it has the "saving" message, do you? that kills the battery that's inside the game
when you go to get another one, if it's used, bring your GBA/DS and pop the game you're buying into the system, in front of the salespeople, of course. look to see if it has a save file, that way you know you are buying a good copy

He means the internal battery for Pokemon Emerald. You know, the clock thing. Same with Gold, Silver and Crystal. Because they kept time they have an internal battery. The system powers the cartridge, not the internal clock. How do you think it keeps time when turned off? Now, since the cartridges are translucent, look inside and find the battery. It's there, and it's even more apparent on Crystal since the cartridge is bigger and more translucent than Emerald. Gold and Silver, however, are not translucent.
That being said, yeah. Your battery is probably fried. However, there's usually a message that says so. Either way, get a new copy. Try for a used one and follow what Jim said.
