On testing the generator out put i have found that it is fluctuating between 450 and 900vac and the 12 vdc socket is putting out around 8vdc

It may be wired to supply that voltage. Many very high power systems operate higher than 120/208V or 120/240V.

If it is a portable generator you've got some serious problems. Check the engine speed and ensure it is at 3600rpm. From there you need to check the regulator board. It may be sending full voltage to the field coil, and causing the output voltage to go high.

make sure your METER is working properly and if so then your generator regulator needs to be changed
