Jean-Jaques Rousseau (1712-1778). The 'general will' along with the 'particular will' and the 'will of all' were the basic concepts of Rousseau's poltical and moral philosophy 'The Social Contract'. Briefly, particular will was the individuals right to express himself and behave as he pleased; the will of all was the general concensus of the population to behave in a way that satisfied the needs of society as a whole (basic food, shelter, economy etc.). When all individuals voluntarily sacrificed their particular will and the will of all to the general will, they themselves would be the lawmakers, and to go against the general will would be going against themselves. Therefore, anyone who opposed the general will was, simply, wrong. They could be shown the error of their ways and made to conform by force if necessary.

This is a bit simplistic, but then it's a huge subject.

Are you talking about a military general? If so its just a title given to someone who has assumed greater responsibilites. Its not any different than private businesses with supervisors, managers, vice presidents, cfo's & ceo's. Everyone has a title to identify their rank in the upward mobility ladder.
