It can be done, but male dogs with vascectomies will still fight with other male dogs and attempt to mate with female dogs, even though they can't make them pregnant anymore. Most dog owners prefer that their dogs not fight other males and hump female dogs, so they chose to have them neutered to stop that behavior. It's also a much easier operation to neuter them and costs a lot less.
