Yes Im in EMS and deal with law infocement a lot. In Arkansas a trooper must get permission. However I don't think it has ever been denied.

All officers need to get approval from their supervisor to use the PIT. Ussually they do it over the radio while chasing.

They do have the right to use it, and WILL use it. It is the best known method to get a driver who is dangerous and unwilling to pull over off the road.
