BSNL, it is the best I have seen for the past 6 years. It offers you a low plan starting at Rs. 250/- per month and you can also get Rs. 999/- unlimited downloads/uploads per month. I have used various internet connections, have Hathway and Reliance as backups, as they are not so good.
