That phrase actually derived from middle ages europe. People who lived durring that time mostly had houses with straw on the roof to keep the heat inside. dogs, cats, bugs, etc. would find a way onto the roofs to hide in the straw and keep warm. When it would rain heavily the roofs would get slick and the animals would slip and fall off of them, hence "Raining Cats and Dogs".
