Wouldn't this mean that the Fan would turn counter-clockwise ?

Yes.
The w/p turns in reveres w/ serpentine belt.
Water pumps look the same but the fan / pulley bolt pattern is different on a non serpentine (V-belt) water pump than on a serpentine belt w/p for that reason.

Not sure bout the 2.8 but it's usually cuz the pully is driven by the out side of the serpentine belt and the belt is driven by the crank pully on the inside of the belt causing the waterpump pully to turn opposite of the engine crank, therfore the impellors on the pump are reversed to correct the flow of coolant. As far as the fan I know the four cylinders in the S10-S15 models turned counterclockwise.

No, it means that the impeller blades inside the housing are reversed so that the water direction is opposite from most standard pumps.
