Here in the U.S. you can take Woolite and it will fluoresce.

I've seen people paint their room with Woolite and it cant' be seen during normal light but when you turn on a blacklight it can be.

Woolite's a laundry detergent for delicate fabrics.

Also car parts stores sell UV dyes for finding leaks in car fluid systems. I don't know if they're water soluble though.
