Based on true stories are usually actually based around a true story with small details, names, areas, etc, changed. Inspired by true stories are stories based around the idea another story.

Inspired means:" 1 a : to influence, move, or guide by divine or supernatural inspiration b : to exert an animating, enlivening, or exalting influence on c : to spur on : IMPEL, MOTIVATE "
So the true story INFLUENCED in the making of the movie. Its not entirely true.

Based means:" 3 a : the fundamental part of something : GROUNDWORK, BASIS b : the economic factors on which in Marxist theory all legal, social, and political relations are formed
4 : the lower part of a heraldic field
5 a : the starting point or line for an action or undertaking"
Based means the author based it on a true story, so there should be some truth to it. He/she started thinking about the true story and built up on it.

Based on means that some details were changed for Hollywood appeal while inspired means you heard the story and totally changed it the way you want but it was based on something that may have happened. A lot of Law and Order shows are "inspired" by actual headlines.

They are indeed synonyms; they have the same meaning. Its just a way for Hollywood to entice people to see their crappy movies. Oh, because its "based" or "inspired" by a true story must mean its good. Using Hollywood's definition of based on; Star Wars was based on the true story of a moisture farmer and his lusty farm-maiden

"Inspired by" stories are generally a little bit further from the truth than a "based on" type idea. Usually stories that are "Inspired" are not interesting enough to make a great book/movie about so things are added for intrest.

based means that they used the real story and didnt change anything.inspired means they found a story and liked it and used a totally different story that they wrote and they used the story as their inspiration...

Inspired means it could just be totally made up
