They did a similat thing with the 20,25 and 30hp motors in the past.

besides the jets, the carb throat is larger and the intake opening is larger. just changing jets won't give you a 50% increase in hp.

I do not know the specifics but there are a lot of small things you can do to get a few more ponies with out over boring the engine.
Increase Compression, port the intake, free flowing exhaust, loose parasitic losses of HP.
Larger throttle body. better spark advance... things like that will all increase hp while not changing the displacement.

High and low side jets in the carb are the only difference, everything else is the same. If you want more hp, purchase the jets for a 15 and change them. They are not expensive and easy to install.

In most cases and with that much hp increase, there is a change in displacement. Same block, different bore.

If I remember right, there are different carbs involved, and I think that was the only difference.
