If the information you read doesn't encourage critical thinking on the behalf of the reader, then you do not have knowledge and insight into what you read. Without examination of what you are reading, then it is a wasted effort.
It's kind of like what the philosopher Socrates once said: an unexamined life, is a life wasted. If you wander through life (or reading) without taking something from what you've experienced, why experience it at all?
I think that is what this quote is trying to say.

If a person cannot connect with what they are reading, then the message is lost upon them. If you are reading something like a children's book, the message is pretty hard to miss. If you are reading charles dickens or shakespeare (especially shakespeare), if you can't connect with the words, the literature becomes gibberish. It is a waste of time because it simply becomes a chore and the enjoyment and imagination is lost.

This quote alludes to the fact that good literature is a communication tool to share ideas and stories. When something speaks to you, then you get value from the reading. If it does not speak to you, than there is no communication and therefore not worth reading. Of course, what does not speak to you may speak volumes to others.

in 2 or 3 sentences:

If we cannot personally identify with the literature that we are reading and cannot feel connected to it, then we might as well not read it. Literature that we enjoy draws from us ideas and thoughts that are important to us, and we can directly relate to it.

I would say speak is to understand, to get, to care. Have you ever read something where you thought they were reading your mind. If you read something that you care about you get more out of it. If you don't you might feel your wasting your time.

Yes because if you are not interested in something you will not comprehend it with any enthusiasm. If what you are reading doesn't excite you it will not stay with you. When you are reading something that truly interest you, you will find yourself being drawn in as if you are living within the words you are reading.
