One of my bosses is like this and I wasn't aware this type of thing ever happened before she mentioned it. Does it surprise you to hear that someone really is shy and the extrovert quality is not what they consider to be "them" when, on the flip side, you can't picture them being intoverted at all?

Yes, I know someone like this at my job.

The way she explains it as follows: with people she knows, she is not shy and with strangers, she is. However, I have noticed that she is friendly with strangers as well, so she does not seem shy to me.

However, I heard that there is such a thing as situational shyness. Shyness that occurs just for that particular situation rather than being a permanent part of your personality. So, these extraverts may be shy in just a particular situation, but not in their usual day-to-day life.

Yes I claim this. I managed a few hundred people for a certain company. That's because I could get things done. Other Managers had approached me because I motivated associates that they couldn't. BUT....
I am shy, especially when it comes to letting other people know my inner self. I considered myself as the ugly duckling, but I gush when these way way younger men tell me I'm beautiful. And the only reason I am sharing this with you is because you can't really see me. I think I am a good person, sincere, and my I Q is not too bad either.
The best way I can describe myself is, I am confident when it comes to anything I face in life. But it is entirely different if I have to share my soul with anyone. Or my bank account.

I'm shy at times about some things. Over all I'm very outgoing and definitely social. It seems contradictory. So I suppose it can happen.

yeah...one of my best friends alwasys says that he is shy but i can't picture him being shy at all. I guess that if you know someone well enough they aren't going to be shy around you. I mean, no one is shy around everyone.
