The "Partial-Birth Abortion Ban" was passed by Congress and signed by Bush in 2003. Federal district courts immediately blocked enforcement of the ban. The Supreme Court is currently considering it.

Unfortunately, the ban is written in such a way that it will not save the life of a single unborn child. It only states that baby must be killed before “in the case of a head-first presentation, the entire fetal head is outside” the mother’s body, or "in the case of breech presentation,” before “any part of the fetal trunk past the navel is outside” the mother’s body. Do you see? It is still legal to kill the baby through the 9th month of pregnancy, as long as a slightly different method is used (for example, a D&E abortion or an intercardiac injection abortion).

Furthermore, the ban states that “…the decision of the Supreme Court in Roe v. Wade…was appropriate and secures an important constitutional right; and such decision should not be overturned.” Of course, this is blatantly false--Roe v. Wade is NOT constitutional. My point is that the ban is NOT a pro-life piece of legislation. For more information on this, see:

No. Read article 1 of the constitution. Congress, not the President makes laws. Congress passed & Bush signed a law banning 1 procedure sometimes used in late term abortions. It is the "partial birth" abortion where the baby is alnost completely delivered & then killed. It is barbaric. I don't understand how any civilized person could support allowing such a procedure to be performed.

no. late term abortions are banned in most instances based on us supreme court rulings. there are exceptions, but not many. bush only banned the partial birth abortion method, but it is still in the court system being adjudicated.

congress makes laws bright one. the president signed it. the liberals ofcourse obtained one of their clinton appointed crazed judges to make a mockery of the constitution and declare it "unconstitutional" . this crap will be overturned by real judges but in the meantime the liberals get to feed their blood lust.
