First, click on a blank section of the taskbar. When you click, hold down your mouse button. Keep the button held down and slide your hand up and toward another right side of the screen. The taskbar will snap to the right side. Do the same thing again, but this time make sure you drag it down to the bottom (or to whichever side of the screen you want it to be anchored).

Right click on the task bar and insure that it is NOT locked.
Then left click on the center of the task bar and hold the left mouse button down and drag it to the bottom of the screen and release.

Just click and drag it. Click on an empty spot on the taskbar and while holding your click down, drag it to the bottom. Then just unclick.

make sure taskbar isn't locked and click on any blank area of the taskbar and drag to the bottom.

Right-click on the taskbar and UNcheck "Lock Taskbar," then move the taskbar where you want it. After you move it, right click on the taskbar and check "lock taskbar."

right click on the task bar and make sure that there isn't a check mark next to "Lock The Task Bar" if there is click on it and this will unlock the task bar. Then you will be able to click and the drag the task bar to the bottom.

Mine does that sometimes also. You just have to put your cursor on it and drag it down. Sometimes it takes me several tries, but I finally do get back to the bottom. Good luck

with a Dell XP that will be the least of your problems. Just please when your InstallShield goes corrupt dont delete just call dell.
