Wow, what a deep question. If the mosquito was that talented that would be neat, I guess that would be a new breed of mosquito, maybe a mosquitopuss? An octomos? Sorry, it's late. :)

I guess no because the ink producing ability of octopuses is designed as a defense mechanism. Since biting is not a defense mechanism and its more of like a mode of food aquisition, therefore, you would not get any tatoos.

Well, except when you try to kill it and that the time it will release blank ink.

in the sense that you get a tattoo against your own will by someone or in this case, thing, forcing themselves upon you.
