Makeup with shimmer means it's glittery or irridescent. For example, some eyeshadows have big bits of glitters; some have finer glitters; and some have very fine glitters which are less obviouse and the effect's kinda like of a frost. It's like those metallic like color or those highlighter (or white like metallic eyeshadows or powders) which others put on their brow bone just below their eyebrows to emphasize their brows and their eyes. It can be an eyeshadow form, or in powder in pots (packaging).
The opposite of shimmer is matte. Matte doesn't reflect light whatsoever so it won't "shine". Shimmer on the other hand, shines. You get the idea... :-)

well shimmer comes in several forms like cream and powder...when the stars walk the red carpet notice how they have that "GLOW" on their skin especially when the cameras click away...
that's shimmer...use sparingly and if the cream seem too shiny after applying it on your skin, mix it with moisturiser (any plain ones) and then apply....
it's like a bronzer but for any skin shades...
