Well,when I was a kid, the floppy things that fit OVER shoes were called, "rubbers."
Rainboots are ....RAINBOOTS. Sorry....no cool name.

It sort of depends on where in the States you are from. I've always called them 'rain boots.' My grandmother called them galoshes. My mother called them rubbers. I've also heard them called mud boots, garden boots, and overs.

In the USA they used to call rubber shoes that fit over street shoes, "rubbers", but that has gone out of vogue. In the north, we call them galoshes (esp for use in snow), "waders" for deeper water, "duck boots, or just plain "boots". We also call them "Wellingtons" for a particular style...
