A penalty shot does not affect your plus/ minus is you score. It only affects the goalies GAA if you score and the goal is added to your goal total.
Plus/ minus is when you are on the ice and your team scores you get a plus. When the opposing team scores and you were on the ice then you get a minus.

penalty shots no it only goes a GAA on the goalie and the player that scored gets a goal added to his stats.

if it was in a shootout, then nothing changes if the team scored 3 goals on the goalie the goalies stats remain the same as for the players that scored the goals they do not receive a goal.

No, it's not an even-strength or short-handed goal, so it cannot affect +/-.
