fish to have in a 10 gallon tank for the first pet fish?

The general rule of thumb is 1" of fish per gallon of water. So you can have ten 1" fish, or one 10" fish or any combination in between. This assumes regular water changes, regular setups etc.

For beginners, go with white cloud minnows, they are inexpensive and almost indestructible. Guppies/Endlers and the various zebra/leopard/giant danios are also fun and easy. I'd stay away from Goldfish as a beginner fish, as they are very messy and bigtime water polluters.

There is no "best" fish, just do your research and ensure you can be committed to its unique needs before settling on a fish. That being said, cichlids are commonly chosen by intermediate/advanced aquarists because they are some of the more intelligent fish available in stores. The oscar and pleco mentioned above do get quite big, but can be kept in a 10 gal with good care. For me, I'd go with bettas and killifish in my 10 gallon.

A betta or a dwarf gourami. Both are easy to care for, great beginner fish. They don't get large, but in such a small tank you are very limited.

Use common sense, the 1 inch per gallon rule obviously does not work. How can a 10 inch fish fit in a tank that is barely 10 inches wide?

this would be the last choice for most experts, but less than a year ago i started with a ten gallon and went out and bout me a baby red belly piranha. now hes in a 60 gallon and i consider myself a pretty advanced hobbyist.
truthfully you can cheat on tank size if you vaccum the tank and change water twice a month. a little advice, if you do go with a redbelly, make sure you will be ready to up his tank size within 6 months.
But if you want to play it safe my favorite babies are green spotted puffers. In a natural freshwater setting they will stay under 3" and usually live for 2 years.

I had an oscar he was great, quite a personality, and plus he would eat any insect I would find around the house right out of my hand. he ruled the upper half. my placatamus(sp) ruled the bottom..
