Many web pages will let you host your website. First you need proper webspace. You can either buy webspace and a domain name (untaken of your choice) from a company that sells it (example: http://doteasy.com ) OR if you want FREE webspace, you can sign up for it from http://geocities.yahoo.com or http://bravenet.com or you can google for other ones like http://www.frihost.com/

Next you have to actually create the webpage. This requires knowledge of HTML (at least the basics) in order to write the actual webpage.

Of course, you can use software such as Dreamweaver or Frontpage to make your webpages quicker. But they require a learning curve as well.

Also, to make images for your website you may need some software for that as well. You can download The Gimp ( http://gimp.org ) for free or you can try your hand at Adobe Photoshop and Illustrator.

That depends if you want to get your own domain name or attach your webpage to another domain. For example:

www.mysite.com or
www.yahoo.geocities.com/mysite

If you want your own site name, not your name attached to some other site, then you need to purchase the domain name if it's available and purchase web hosting. It can be had for less than $5 per month! Godaddy will let you purchase the name, but they will not host it. I would recommend the site below as it will do both for you. I have 2 websites, with my own domain names, and this is my host. Email me if you need some help.

Yahoo small business cheap....and tons of free software to build it till you learn HTML code.....or buy an program

you can always borrow HTML code by checking the source code under VIEW on your web browser.......to learn how to use code

or pay a pro to do it and manage it

www.freewebs.com is a good place to start, but you get an adrass like this....

if you want www.websitenamehere.com/ca/biz/net ect...
youll need a domain (the cost is of the whole year)
www.doteasy.com is a free webhosting site (you have to buy the domain witch is a saprite cost)
