It is the clear protective film that ships with the unit. Some people peel it off, some dont.
And BTW the words you are looking for are retarded and ignore, and I think that someone who writes as eloquently as yourself shouldn't really have the former in their vocabulary.

It looks like either water got into the screen or the clear plastic that's placed over it for shipping purposes (the screen protector) is still on it.
Edit: Unless you're talking about the menu display.

Is it new? Sometimes cameras and iPods ship with little plastic sheets covering their screens. It helps protect the screen in the package. If that's what it is, it should peel right off. Hope this helps.

hum... looks like there is a protective skin still on the screen. You should be able to remove the protective skin.
Did you buy it new or used? My son bought this cover for his. It makes it look just like that, so he ripped it off.
