I know a local courthouse has one up, but it's a government building. Is it normal, or pretty much OKAY for other stores and buildings to do, as well as "fine" a person who spits on their property?

It is acceptable to put up a sign, and I can have you removed if you violate it, but a private entity does not have the athority to fine someone.
But
Spitting is a health violation, and as a public business, they must meet health codes
So you could receive a public fine for spitting on private property!

Sure, a convenince store or any privately-owned entity can post a sign prohibiting certain acts, but unless those acts violate local laws, they have no authority to enforce them. And no, private citizens cannot levy fines. Simply posting a sign rarely carries much weight, byt the way. Just like the signs that say "Not responsible for injury" or "Not responsible for lost or stolen goods." Even if those signs are posted, if the victim can show that the business was negligent, they can win a court settlement.

Yes. It is usually a violation of the municipal code in most cities. It is OK to put up the sign, make sure that your sign has the municipal code that it violates printed at the bottom.

You can word your sign like this:
No spitting. Violators will be prosecuted and fined.

Yeah, it's disgusting.
If you check, you may well find that there is already a law against this - and your sign might be a little more effective if you simple remind them of that.

Sure its ok to do that. If its your property no one really has a say in it anyways. So go ahead and do it!

I personally find spitting distasteful. It is coarse, rude and unhealthy.

It might be O.K,but it might cause punks and hoodlums to do it more.
