Kerala is a state in South India
It is promoted as 'God's own country' for poetic effect. It also refers to the fact that Kerala as a state represents the 'Indian Countryside'
This is similar to Great Britain where certain Countys are referred to as Country.

Actually very few people know this, but Lord Parasurama created this land thats why its called Gods Own Country.
In the recent times, of course, this phrase has been used to promote tourism because Kerala is suppsoed to be so pure and divine.

Yeah, but I think after they came up with the name which has to do with the state itself, a tourism industry started using that phrase. And that's why everyone else did. I think.
It's just figurative speech. The word "country" produces a greater effect rather than, "God's own state." That would sound odd. Hehe.

A creative advertising director Mr Walter Mendez, did coin this phrase "God's own country" in the year 1989. But the idea was from the fact that the major part of the state was ruled by Travancore and the ruler of the kingdom had dedicated and presented the kingdom in AD 1750 at the feet’s of deity Padmanabha (Maha Vishnu) of Padmanabhaswamy Temple (the Trippadidaanam) and from then on the rulers of Travancore ruled as the "servants of Padmanabha. Kingdom was owned by Hindu god maha Vishnu. Mahendra varma.

Country here means non-urban (non-city) area. in india we call as native or village.
in west, the terms like country music, country choclates, country areas means non-urban things.
So God's own country here means
God's own native or
God's own village
