No. There's a lot of contention between Japan and Russia over the Sakhalin Oblast area (Kuril/Chisima Islands).

TThe answer is actually no. Nor has the war officially been concluded between Japan and Russia as a result of it; I believe that the Sakhalin Islands are a part of that dispute.

Yes. The Kuriles (Japanese: Chishima Islands ). And they are still under Russian sovereignty, much to the chagrin of the Japanese who robbed them from the indigenous Ainu much earlier, the poor dearies.
