To answer your first question, the best University for you would be one that you could live at for 4-5 (or 8-10 years), you can afford, and that you could succeed at. Since you know you want to go on to Vet school, you should figure out what Vet school you want to go to. It might or might not be the same school that you went for your undergrad. Try to research how easy and practical it would be for you to get into the Vet school of your choice after you finish your undergrad.

For your second question, no, there are no shortcuts. You have to get all of the same credits as everyone else. As a full time, dedicated student, you could finish your undergraduate degree in 4 years and then go to vet school, which would be another 4 years. If you are absolutely determined and an excellent student, you could finish your undegrad in 3 years (by taking one or two extra classes per semester).
