Usually it means they're into cocaine and use it to cut up the little clumps into powder so they can snort it.
Another indicator is it you see someone who just lets their pinky fingernail grow long they usually do that to scoop a little out of
their baggie with their nail and snort it.
Both of these indicators are also used to signal other drug user that they can approached about buying or selling of cocaine.
Well drug users have to find each somehow don't they?
